CERT Coordination Procedures

JTXMesh

These procedures define how JTXMesh supports CERT and local response groups.


Relationship

JTXMesh:

  • Supports CERT communications
  • Does not command or replace CERT
  • Acts as a supplemental tool

Activation

CERT coordination may be initiated by:

  • CERT leadership request
  • Active incident with degraded comms
  • Pre-planned exercises

Roles

CERT Liaison Node

  • Acts as mesh contact point
  • Relays summaries, not raw chatter
  • Maintains situational awareness

Mesh Operators

  • Provide infrastructure
  • Avoid interfering with CERT operations
  • Follow emergency channel discipline

Information Flow

Preferred message types:

  • Status summaries
  • Location-neutral updates
  • Resource needs
  • Safety notices

Avoid:

  • Individual medical details
  • Names unless necessary
  • Tactical speculation

Exercises

CERT coordination may be tested during:

  • Tabletop drills
  • Severe weather exercises
  • Planned outages

All exercises should be clearly announced.
